Tony Gioventu


Tony Gioventu – Tony is the Executive Director of the Condominium Home Owners’ Association of B.C. (CHOA), a consumer association in British Columbia with over 200,000 members comprising strata corporations, owners, and business members who serve the strata industry. Tony is the weekly columnist for The Province, The Times Colonist, and “24”. Since 2002 Tony has written over 1,000 columns and information bulletins dedicated to condo living and is the co-author of “A Practical Guide to Bylaws: the Strata Property Act, and “Understanding Governance: Strata Rules of order and procedures in British Columbia.” Tony has served as a director/committee member for the Homeowner Protection Office of BC Housing Province of BC, BC Building Envelope Council, Canadian Standards Association, The Real Estate Council of BC, a faculty member for Continuing Legal Education (CLEBC), Review Editor for Sauder School of Business UBC and recently appointed commissioner for the Independent Advisory Committee for the Real Estate Council of BC. With offices in New Westminster, Victoria and Kelowna CHOA provides service to its members throughout the province, promoting an understanding of strata living, and the interests of strata property owners. On average the association fields 300 inquiries a day from owners, strata council members, managers and agents, and delivers over 100 seminars annually on a variety of strata related topics including governance, operations and administration.

Andy Spurling


Andy Spurling – As the President of Proline Management Ltd., a property management company with four offices on Vancouver Island servicing over 11,000 units, Andy is engaging the Proline team to transform the property management industry to inspire trust through demonstrated dedication to honesty, integrity, and transparency.  Andy’s goal are to help the many individual communities in Proline’s portfolio be sought after places to live. He also continues to work hard at increasing job satisfaction for Proline’s many employees.

Andy is responsible for Proline’s strategic vision, leadership development and oversees the day-to-day operations of the company. Andy is also heavily involved in the Proline Academy, which creates learning experiences and opportunities for Proline’s clients and communities.  Andy holds a law degree from Osgoode Hall Law School in Toronto and a Bachelor of Arts from the University of Victoria. Prior to joining Proline in 2007, he acted as counsel for a large multi-national company. Andy has also worked in major law firms in both Toronto and New York. Andy is a member of the Law Society of Upper Canada and the Law Society of British Columbia. Andy works with Tony on the Real Estate Council of British Columbia’s Strata Management Services Advisory Group.

An outdoors enthusiast, Andy enjoys camping with his wife, Erin, and three young boys and also participates in long distance trail running events and experiences. He and his family reside in the forest on the side of a mountain on the edge of Victoria. It is not yet stratified.
